Message from the
Minister of Finance II

YB Senator Datuk Seri Amir Hamzah Azizan
Minister of Finance II,
Board Member of Khazanah Nasional Berhad
The objective is to use national capital with commercial discipline in ways that help companies strengthen, attract further investment and move towards scale”
Malaysia’s next economic leap will depend on how well we turn investment into capability. Lasting progress comes when capital leaves behind stronger companies, deeper skills, more capable fund managers and financing markets able to support the next stage of growth.
Malaysia is already seeing greater domestic participation in that journey. In 2025, domestic investors accounted for RM222.4 billion, slightly more than half of Malaysia’s record RM431.1 billion in approved investments. Through GEAR-uP, the six government-linked investment companies have committed a further RM120 billion of domestic investment between 2024 and 2028.
Under Ekonomi MADANI, the task is to put this capital to work in ways that build a more productive and resilient economy. That means helping Malaysian firms become more investable through stronger governance, performance and visibility, develop the capabilities to move into more complex and higher-value activities, and gain the financing, networks and market access to scale. Each stage should make the next easier to reach.
We can also put national capital forward first, where it can signal conviction and give others confidence to invest alongside us. By anchoring opportunities and bringing in specialist partners, we can crowd in more capital, expertise and networks as companies grow.
Dana Impak is a key vehicle for putting this ambition into practice. Established with a RM6 billion commitment, it supports firms, fund managers and strategic ecosystems at different stages, from strengthening the venture capital ecosystem and supporting mid-tier companies prepare for growth, to building deeper capabilities in semiconductors and advanced manufacturing. The objective is to use national capital with commercial discipline in ways that help companies strengthen, attract further investment and move towards scale.
The measure of success is what each investment cycle leaves behind. If today’s capital results in stronger firms, deeper capabilities and a market better able to finance the next stage of growth, then the next generation of Malaysian businesses and workers will begin from a stronger position than the one before.
